摘  要:为了解决坝系内洪水控制等问题,作者根据多年坝系建设实践经验和近几年对陕、晋、蒙、甘、宁、青、豫7省(区)坝系形成过程的深入调研,提出了坝系建设单元控制论,即:小流域坝系可分为若干个坝系单元,在每个坝系单元下游建设控制性骨干工程,在单元内实现大、中、小型淤地坝合理配置,可使各单元内洪水泥沙得到有效控制,从而实现整个坝系的安全运行。分析了单元控制论在淤地坝建设中的意义,并介绍了应用实例。In order to solve the issue of flood control within dam system, the author puts forward unit control theory for dam system building, i.e. dam system of a small watershed can be divided into number of dam system units, construct controlling key projects on the downstream of each dam system unit, realize reasonable layout of large, medium and small sized warping dams within the unit and effectively control the floods and sediment within each unit for achieving safety operation of the whole dam system based on practical experience on dam system building for years and a thorough investigation on the process of formation of dam system of Shaanxi, Shanxi, Inner Mongolia, Gansu, Ningxia, Qinghai and Henan provinces. The paper analyzes the significance of unit control theory in warping dam construction and introduces applied cases.
