摘 要:根据美加停电事故中期报告和最终报告,作者分析了美加电网大停电的原因,计有电磁大环网、有的网无功缺乏、电网自动化出现故障、电网运行信息缺乏共享、在电网发生紧急情况和事故起始以及发展时没有统一指挥等十个问题。在此基础上,对于我国的电网互联提出的建议有:大区电网互联时不宜形成交流大环、电网问有功互供时无功需分网平衡、电网自动化系统须具有高可靠性、实行“统一调度、分级管理”是有利于电网安全运行的。According to the interim report and final report of the large scope blackout occurred on Aug. 14, 2003 in Interconnected Northeast America Power Grid, the reasons of this blackout, such as unbefitting interconnection among different voltage grades, the shortage of reactive power in some power networks in the grid, failures of power system automation devices, deficient sharing of power system operation information, lacking unified command under emergency or at the beginning and extension of the faults etc., are analyzed. Hence, some suggestions on the power grids interconnection in China, which is available for reference, e.g., proper interconnection among power gird with same voltage grade, the reactive power should be balanced at local power network while the active power is supplied from other power networks, power system automation should be high-reliable, to carry out unified dispatching and hierarchical control to improve the power system security, etc., are proposed.
