摘　　要：近几年我国的GDP以高速率增长,但价格却出现下跌,失业率居高不下的局面,即"一高一低"有违经济规律的现象。形成这一现象的原因是我国劳动力教育、体制激励、管理水平等有效的增长因素的淡化作用,而经济增长对劳动力的需求没有减少。s: Though the GDP of our country has kept increasing at a high rate in resent years ,the prices have gone down and unemployment rate has been high,that is the phenomenon of “one high and one low” which does not fit the economic principles .The reason is the weakening effect of the effective labor power growth factors such as education,structural stimulaton and management,while the demand of labor doesn't decrease in economic development .
