摘　　要：邓小平理论政治思想的发展进程中出现了两个高峰:民主和法治。第二代领导集体强调民主时不忘法治,第三代领导集体强调法治时不忘民主,民主和法治有机统一。There appeared two peaks during the developing process of Deng Xiaoping Theory's political thought,namely,democracy and rule by law.The second generation of the collective leadership did not neglect the rule by law while stressing democracy,and the third generation of the collective leadership did not neglect democracy while stressing rule by law.Democracy and rule by law have been unified organically.
