失地农民社会保障的制度建构

摘　　要：在城市化进程中,农村集体土地大量被征用,因此亟待为失地农民建立安全有效的社会保障制度。各地正在进行的有关失地农民社会保障的实践探索中存在诸多问题,应当引起各方的高度重视;同时也应在制度先行、因地制宜、公平和效率有机统一以及与现行社会保障制度相衔接等原则的指引下,加快推进失地农民的社会保障的改革。鉴于我国实情,应当首先为失地农民建立社会养老保障和医疗保障制度,其他社会保障措施也应及时、逐步建立。In the process of urbanization, a great deal of collective land was expropriated and large number of farmers lost their land in the countryside. It is now the high time to establish a safe social security system for them. Great attention should be paid to the current system which is put into effect by many districts since there are many problems within. At the same time, we should foster social security system reform for lost land farmers under direction of such principles as system preceding, adjusting measures to local conditions, integrating equity with efficiency and linking up with the current system. At first, on account of the fact of our country, we should establish the social endowment insurance and social Medicare system, and then other social security measures should be taken step by step.
