国有煤炭企业实施主辅分离政策的研究

摘　　要：研究了国有煤炭企业主辅业界定、主辅分离的途径、改制分流形式、职工持股和管理层收购股权、富余人员安置、经济补偿标准和改制资金来源等重大问题。提出参照执行关闭破产提前退休政策、增加解除劳动合同职工就业补助金、政府对国有煤炭企业辅业改制分流给予资金支持、建立煤矿转产专项资金和明确国有煤炭企业兴办的集体企业分离政策等 5项建议。Based on the research on some significant issues such as the distinguish of core and non-core business, separation of core and non-core business, restructure and redirection of laid-off workers, stock ownership of employees and management buy-out, relocating redundant personnel, standard for economic compensation and Source of restructure Funds etc, the paper puts forth five suggest suggestion for the separation policy of core and non-core business in state-owned coal enterprise: to refer to the retire policy for closure and bankrupt enterprise, to increase the subsidy for employees whose labor contract have been relieved, to finance the restructure and redirection of laid-off workers by government, to establish special fund for the coal mine to Shift to other production and to confirm the separation policy of collective enterprise established by state-owned coal enterprise.
