摘　　要：资源枯竭型城市是我国在经济转型时期的一个重点和难点 ,经济转型中最大的问题就是下岗工人的再就业。阜新是典型的资源枯竭型城市 ,城市下岗和失业人员居全国之首。本文主要分析了阜新矿区下岗工人再就业的内、外部障碍原因 。During the economy transition of our nation, thes e resources-exhausted cities play the key and difficult role It is the most s ignificant problem that how to let these laid-off workers be reemployed A re presentative of resources-exhausted cities is Fuxin Urban unemployed people o f Fuxin rank the first place in the whole country This paper systematically re searches both i nside and outside obstacles of reemployment of laid-off workers in Fuxin mines Based on the analysis of the main problems of Fuxin's, the autho r puts forward a series of countermeasures and suggestions to resolve these prob lems
