摘　　要：全面分析了由于体制上、政策上和管理上的诸多原因,造成了我国国有资本大量外逃的问题,并提出了一系列防范资本外逃的对策和办法。The article thoroughly analyzes the reasons of systems,policies and administrations,which result in a large amount of China's state-owned capital flowing to other countries. At the same time, it brings forward a series of countermeasures and ways to avoid the capital flowing.
