摘　　要：建设工程项目造价的形成是一个动态过程,市场能够利用自由价格制度获得科学的决策机制,包括前期策划阶段的投资决策机制、承发包阶段的招标投标机制、实施建造及移交阶段的动态控制机制等。This paper, research on how markets select the mechanism of civil engineering cost formation based on Total Cost Management, aims primarily to make it clear that the course of civil engineering cost formation is actually a continual process of dynamic decision in which markets can select the efficient course of cost formation including the mechanisms which can be found in it, namely mechanisms of investment decision, biding and dynamic control, etc.
