摘　　要：经济全球化背景下中国政府的改革目标必然是服务型政府。成熟市场经济所体现出的政府理念、政府管理体制、政府管 理方式和方法都将必然逐步地在中国得到落实。要在社会本位基础上科学合理地配置政府职能,使其从根本上转到为社会服务上 来。This essay holds that the goal of Chinese government reform is to construct a serving-type government in the times of economic globalization. Concepts, administration systems and modes of government embodied in mature market economy will be progressively and immutably implemented in China. It also proposes that government function should be disposed rationally on the basis of social standard. Therefore, government can have a fundamental transformation in function and better serve the society.
