摘　　要：精英民主理论从古典政治哲学时期萌芽 ,经过启蒙后期的理论表述和经验论证 ,归结到民主的工具论。其主要理论特征是 :精英统治是别无它选的经验事实 ;它表现为多重少数人或团体的对立 ;Being generated from the classical political philosophy, the elite democracy theory ended as the tool of democracy through the theory formulation and the experience demonstration in the latter of the enlightenment movement. Its main theory characters are as follows: the elite government is its only selection as an experience reality; it represents the conflicts among the minorities and groups; democracy becomes the mechanism to sift the elites.
