三门峡、小浪底水利枢纽移民安置的回顾与思考

摘　　要：黄河三门峡和小浪底水利枢纽是我国不同时期兴建的两座大型水利枢纽,涉及移民63万人。三门峡移民安置,直到现在仍然有1/3的人刚刚达到温饱,还有1/3的人处于贫困状态;小浪底移民安置根据我国国情,结合世行移民导则,摒弃“重工程、轻移民”的旧观念,把移民工程纳入基本建设程序,制定科学、合理的移民安置规划,并在实践中不断滚动修正,使之达到了更切合实际,让移民搬得出、安得下、稳得住的效果。The Sanmenxia and Xiaolangdi projects built in different periods are two large-scale water control projects in the Yellow River concerning 630 thousand people's resettlement. Up to now there still have only 1/3 people dress warmly and other 1/3 people live in poor on the resettlement of Sanmenxia project. According to China's characteristics in combination with resettlement guidelines of World Bank, the old idea, 'regard project,despise resettlement', has been abolished and the resettlement project is put into fundamental construction procedure and in the meantime a scientific reasonable resettlement program is established and the resettlement project is constantly revised under practice to make it follow the real fact.In this way make the residents remove out easily, arrange well and live happy.
