摘　　要：“福利国家”制度的建立是社会党国际及其西欧主要成员党在20世纪取得的主要成就之一。随着冷战的结束和经济全球化的迅猛发展,“福利国家”制度面临着种种挑战和困境。为了摆脱困境,社会党国际对其传统的“福利国家”制度进行了革新,进一步调整了国家、公民社会和个人之间的责权关系,强调“不承担责任就没有权利”。社会党国际革新后的福利政策在21世纪仍有相当大的存在和发展空间。The establishment of Welfare Stateis is one of the greatest achievements made by the socialist international and the major parties of Western Europe in the twentieth century.As the cold war is over and the globalization of economy grows rapidly, Welfare State is facing all kinds of challenges and dilemmas. To get rid of these, the socialist international has make reforms on the traditional system. The main contents include: further adjusting the relationship of rights and responsibilities between civil society and individuals; stressing that'no responsibilities, no rights'. There is still some room left for the reform in the 21st century.
