摘　　要：行政公开的程序及方式不仅能对行政权力的运行起到有效的制约作用,保证行政公开行为的规范、有序进行,更重要的是,它是自然人、法人或其他组织享有或实现行政知情权、参政议政权和监督行政权的重要保障。The procedure and mode of the open administration not only exercise the effective control over the use of administrative power but also ensure the standardization of open administration. It is also important guarantee for a natural person, a legal entity and other legal organization to enjoy and realize their public rights and interests.
