区域电力市场交易机制的研究

摘　　要：根据我国正在积极推动区域互联和区域电力市场的建设的客观情况,分析了区域市场的特点,提出了一种省间解耦的区域电力市场的组织模式,给出了其市场结构、组织流程,以及这种方式的优点与适应性。研究了区域电力市场的价格机制,给出了不同价格机制的选择原则。研究表明,省间解耦的区域市场组织模式有利于降低市场组织的复杂程度,更能体现公平性,有利于从我国目前的现状向区域统一市场的平稳过渡。According to the practical situation that the regional interconnection and the regional electricity markets are being actively constructed in China, in this paper the characteristics of regional electricity market are analyzed, and a kind of organization mode for regional electricity market, which is provincially decoupled, is put forward and its market frame and trade process are given. The advantages and adaptability of the new market mode are presented. The pricing mechanism for regional electricity market is researched and the principles to choose different pricing mechanism are described. The research results show that the organization mode for provincially decoupled regional electricity market is favorable to decrease the complexity of market frame and the market fairness can be well incarnated, therefore the presented market frame is advantageous to the smooth transition from the present situation in China to regional uniform electricity market.
