摘　　要：在我国,伴随着体制改革、社会转型,行政许可统一规范的立法也被提上了日程。结合以往治安行政许可中存在的问题、国外行政许可中的有益模式以及公安部审批制度改革的方向,从规范治安许可范围、规范治安许可程序两方面讨论如何规范治安行政许可。In China, the legislation of consistent norms of administrative permission is raised a point of order with the system reformation and social transformation. The writer talks over how to regulate the scope and procedure of permission linking with the problems in the past administrative permission, the overseas useful model and the reform direction of the examining and approving system by the Ministry of Public Security.
