摘　　要：Compared with developed countries such as the European countries, the US and Australia, Japan has received fewer immigrants. Since the 1990s, Japan has begun to adopt an open policy to allow foreign students to work. In 1990, it began to amend its "Immigrants Management Law" to permit foreign skilled students to work there. Since then, oversea Chinese have flushed into Japan and there arises a new generation. They bring not only hope for Japan’s economy, which has been in the slum, but also vitality to the world economy.Compared with developed countries such as the European countries, the US and Australia, Japan has received fewer immigrants.
