摘　　要：总结了山西铝厂在水泥项目建设管理中的指导思想、管理方法、措施、实施方案,强调了在项目建设中只有建立高起点、高标准、规范化、科学化、公开化的管理制度才能出效益,才能使建设项目顺利达标达产。This paper sums up the guiding thought, a managerial methods, measur es and starting schemes adopted in the construction and management of the cement project of Shanxi Aluminum Manufacturer, and emphasizes that only by establishi ng an opening, normalized and scientific managerial system with higher initial p osition and higher standard, can the benefit be obtained and can the constructio n project reach the set standard and set yield smoothly.
