摘　　要：电信业体制的变革打破了我国电信业由邮电部门独家垄断的局面,这一方面使我国电信业迅速发展,另一方面,电信运营商之间无序和盲目的竞争也制约着电信业的健康发展。因此,在保证信息产业持续高速增长的同时,形成健康的市场竞争心态和良性的市场竞争环境是目前的首要任务。The reform of telecommunication service system has broken the situat ion that the telecommunication service is monopolized by the single post departm ent of our country, which makes the telecommunication service of our country dev elop rapidly on one hand, however the disordered and blind competition among the telecommunication operators restrict the healthy development of the telecommuni cation service of our country on the other hand. Therefore, at the same time of guaranteeing the continuous and high-speed growth of the telecommunication serv ice, forming the healthy psychology for the market competition and benign market competitive environment is the current primary task.
