摘　　要：朝鲜战争是美国历史上第一场既未宣战也未经国会批准的大规模战争。杜鲁门总统违背美国宪法，避过有关法规，未经国会批准而将美国投入战争，开创了总统独自决定战争的先例，对国会和总统的战争决策权力及之后美国的战争决策模式产生了极大影响。President Truman was the first president in the history of the United States who declared a large - scale war on Korea without the congressional approval, which was in breach of American Constitution and the UN Participation Act. This conduct of President Truman had shaped the way of his successive presidents'decision - making in later wars, and started a new period of Presidential war decision - making against the tradition of Congressional war decision-making since the ratification of the Constitution.
