摘　　要：中国农村社会养老保险制度的核心问题是资金来源问题。长远来看 ,通过建立健全我国农村土地市场化流转制度、继续深化户籍制度改革、完善市场交易制度、重视农业科技应用与推广、建立我国农业保险制度等措施 ,能够从根本上解决养老金不足的问题。另外 ,还要完善国家财政对农业的投入机制 ,加强政府支农力度 ,加快建立中国特色农村社会养老保险制度。The core of the rural social pension insurance in China is issue of where the funds come from. Chinese government can solve the problem of the scarcity of insurance funds by constructing market-orientated land system,deepening the reform of household registration system,improving the market transaction system,strengthening the utilization of science and technology in agriculture,and building up the agriculture insurance in China. In addition,the government should improve the agriculture-input mechanism,strengthen the support to the agriculture,and speeding up to establish Chinese rural social pension insurance.
