对广东省地震工作若干问题的思考

摘　　要：广东省的地震工作如何适应经济发展和对外开放的新形势?本文认为:经济愈发展愈开放,就愈要加强防灾意识强化防灾措施;调整工作重心,从抓单一的地震监测预报调整到以监测预报为基础的地震综合预防;调整管理体制,强化政府管理职能,实行政、事分开;改善地震事业经费来源,国家提供“干活”经费,地方政府负责解决“吃饭”经费;诱发内部改革,扩大对外开发、增加事业发展活力和后劲;扩大与南中国海周边国家及港、澳、台地区的地震科技交流和合作、努力拓展工程地震市场、促进地震事业发展。How does the seismological work in Guangdong province suit the new situation of opening to the outside word and the econmic development? In this paper I think that in the place of more developting and more opening to the outside world in economy, the more we should stengthen our consciousness and intensity the countermeasures against natural disasters; adjust the working core and transform the unique earthquake monitoring and prediction into comprehensive disaster prevention on the basis of earthquake monitoring and predictioni adjust the management, system, strengthen the administrative function of the government, put into effect the policy of separation of administrative from professional departments j improve financial investment for seismological service ; the state provides the funds for 'working'and the local government solve the outlay for 'keeping alive'; deepen the internal reform) extend the external development, enhance the vitality of the service development and its sustainability ; increase the scientific and technical interchange and cooperation in seismology with countries around the South China Sea and Hong Kong, Macao and Taiwan areas, do our best to develop the market of engineering seismology and promote the development in seismological service.
