摘　　要：用新制度经济学的分析方法解释城市经营中出现的问题,认为其并非认识与实践上的“误区”,而是由城市经营的制度缺陷,即特殊国情的约束条件下,政府追求自身效用最大化与作为整体的社会财富最大化之间的偏离所致。并强调这种内生的制度缺陷无法仅凭外部竞争有效化解,而必须切实转变政府职能,实现从城市经营到城市服务的转化,才是城市制度演进的正确方向。By analyzing the problems in city man-agement by the methodology of neoclassical institu-tional economics, this paper discovers that those prob-lems are originated from the institutional defect ofcity management instead of a misunderstanding incognitive or practical sense, which result from theconflict between the effect maximization pursued bythe government and the maximization of the socialwealth as a whole under current national condition. Italso emphasizes that the institutional defect can notbe solved only by competition. The right evolutiontendency of the city system is to transfer the govern-ment role from managing city to serving city.
