摘　　要：基于国外电子商务管理解决方案的一般框架,该文抓住当前电子政务发展中存在的主客观方面的七个主要问题,对电子政务的总体思路、管理解决方案以及网络结构进行了探讨。认为实施电子政务工程注意技术解决方案是必要的,也是重要的,但是,整体管理解决方案才能保障电子政务技术解决方案乃至整个电子政务工程的顺利实施。Based on the general framework of e-Government administration solutions abroad, this paper seeks to discuss the main thoughts, administration solutions and network structure of e-Government by focusing on seven subjective and objective problems of the implementation of e-Government. It concludes that it is essential to pay more attention to technology solutions when e-Government is implemented. However, only an overall administration solution can ensure the successful implementation of technology solutions of e-Government and of the whole program.
