摘　　要：我国贫困地区县乡财政运行面临许多艰难的问题,虽然政府下了很大决心治理,但是,问题仍很突出,发展下去势必会影响党政机关的正常运转和社会的稳定。对此,本文就影响县乡财政运行的因素以及县乡财政如何走出困境做了一些探讨。There are lots of financial difficulties in the poor areas beyond the county. Although the government are determined to settle the problems the situation is the same. If we do not solve these, the administration of our country will not in operation the society will not stable. So this paper analyses the factors that affect the operation of the financial difficulties in the poor areas beyond the county and puts forward some proposal.
