基于绩效的电力企业价格管制

摘　　要：随着电力市场化改革的不断深入,发电和供电环节逐步引入了有效竞争。电力市场的竞争程度和巾场结构决定了监管机构的职能。由于旧的监管机制存在许多不足,针对电力行业中具仃天然垄断性的输电和配电环节,作者引入了新的基于绩效的价格监管模式,并对其中的价格上限管制进行了详细分析。与传统的管制模式相比,PBR监管可以解决由于电力企业长期采用的基于投资的利润控制管制所引起的过量投资问题,此外它还能激励电力企业降低成本、为输电用户提供更多的利益。最后简要论述了应用这一监管模式时应注意的问题。Along with the development of electricity market in China the effective competition is led into the power generation and power delivery step by step, and the functions of the administrative structure is correspondingly determined by the market structure and the degree of competition level. Because of the shortcomings in the original administration before the reform and according to the inherent monopolization in the power transmission and distribution a new performance based price regulation mode is led into this paper and the price cap regulation in this mode is analyzed in detail. Comparing with traditional regulation modes, the over investment problem caused by the profit regulation scheme based on the investment and adopted in power enterprises over a long period of time can be solved by the performance based price regulation mode, otherwise the power enterprises can be energized to reduce their costs by this mode, therefore more benefit can be provided to the transmission customers. Finally, in the application of this regulation mode some problems which more attention should be paid to are briefly narrated.
