摘　　要：发展循环经济,实施可持续发展战略 在今年的中央人口资源环境工作座谈会上,温家宝总理强调了今年要做好几项工作,其中包括"重点抓好节约利用资源,大力发展循环经济……提高资源循环利用率和无害化处理率".循环经济终于从专家学者的探讨与议论中走出,正式纳入国家议事日程.这对于落实全面、协调和可持续的发展观,建设资源节约型社会以及指导新形势下的资源环境工作无疑具有重要意义.A circular economy is an economy that recycled materials can take better advantage of resources and energies, waste discharge is minimized, and resources, environment and development reach a harmonious interaction. It is of great significance to the sustainable development of mineral resources jn China. There are mainly four reasons in the following. First, China's economy is developing in a large scale and in a scaring speed, but the extensive growth style has not been radically changed, the consumption amount of natural resources rapidly increasing, the degree of depending on international market obviously enlarging, the restrain of natural resources to the national economic development increasingly outstanding, Second, not only the natural resources are heavily shortage, but also the Output ratio, recovery ration and comprehensive utilization ratio are relatively very low, Third, the recovery utilizat1on and cleaning treatment of mineral resources waste are just in a start stage, Forth, mineral resources have the advantage of developing circular economy, the production of mineral resources is in the forefront of industrial chains, and the amount of the waste discharge is the largest in all the industries. So, the development of circular economy in the field of mineral resources is a complicated systematic engineering. There are three suggestions: to establish and improve the correlated laws and regulations, to integrate the strategic decisions on resources, environment and economy, to comprehensively and circularly utilize the natural resources and discharged waste by means of government guidance and market operation.
