发达国家银行监管模式的比较研究及启示

摘　　要：中央银行是否应该同时肩负货币政策和银行监管职能,是一个长期争论的问题。仅从货币政策独立性和银行监管专门化的角度来探讨问题无助于理解全球多样化情况下银行监管模式上的差异。对发达经济体银行监管模式与其金融系统结构存在的某种联系进行研究,不但可以有利于理解这种差异,而且有利于深入认识发展中国家货币政策独立性和银行业危机的核心问题。Whether the central bank should combine monetary policy and bank supervision is a debatable issue over a long period of time. The argument, just based on the independence of monetary policy and the crisis of bank, doesn't contribute to understanding what lies behind the global diversity. To establish the relation between the model of bank supervision and the structure of the finance system in the developed bodies is not only beneficial to understanding such diversity, but also is beneficial to going deep into the key to the monetary policy independence and the bank supervision in the developing countries.
