摘　　要：与中国其他地区相比,辽宁自然垄断型国有企业改革整体上还处于相对滞后的状态。在振兴东北老工业基地的大背景下,为从根本上促进自然垄断产业的长远发展,激励自然垄断型国有企业生产经营的积极性,减轻财政负担,满足社会对自然垄断产业尤其是公用事业长期的、稳步增长的需要,必须重视并加强对自然垄断型国有企业改革的研究。本文揭示出辽宁自然垄断型国有企业改革面临的主要问题和理论症结,旨在新的视角下,探寻推进辽宁自然垄断型国有企业进一步改革的战略对策。Liaoning province has still been in a state of relatively lagging in SOE reform in natural monopoly industries. Facing the new challenges of revitalizing the northeastern old industrial base, the study for the reform of SOEs in natural monopoly industries must be emphasitod and strengthened in order to accelerate the development of natural monopoly industries radically, encourage the SOEs'enthusiasm for production and operation, lessen fiscal burdens, as well as satisfy the social demands for natural monopoly industries especially for Public Utilities with long-term and steadily growth.paper reveals the principal issues and academic crucial points during the course of the reform, thus discusses and seeks Liaoning's strategic countermeasures for pushing forward the reform of SOEs in natural monopoly industries with a new visual angle.
