摘　　要：什么是弱势群体?什么又是劣势群体?他们人权保护的基础是什么?本文在深入探讨以上问题的基础上,对中国社会中的弱势和劣势群体的人权现状,人权保护的出发点,依据罗尔斯的“社会正义理论”构建的人权保护工程理论作一阐述。What are the vulnerable groups and disadvantaged groups, and what is the base that they should be protected? This paper is to describe the present situation and explicate the starting point that they are protected while discussing these questions, then formulize the theory of human rights protecting engineering based on 'the theory of justice'.
