摘　　要：库仑能常量a_c可在闭区间[0.60,0.72]MeV或[0.000644,0.000767]u内取值.库仑能具有质量的正效应,表面能的质量效应尚需讨论.在现时流行的核物理学参考书中存在一个应该纠正的错误.The Coulomb energy constant varies in the closed interval [0.60, 0. 72] MeV or [0.000644, 0.000767] u. The Coulomb energy produces positive mass - effect. It is worth discussing what kind of mass - ef- fect the surface energy produces. There is a mistake in some popular nuclear - physics reference books which should be corrected.
