摘　　要：针对目前我国民间投资启而不动或不能有效跟进的现象,剖析市场需求不旺和受政策、体制、融资等诸多障碍的影响,提出要善于运用积极的财政政策,调整市场准入限制,拓宽融资渠道,建立健全相关法律法规,加强政府服务功能,规范民间资本管理,完善社会保障制度,以利于激发民间资本的活力,使之在投资领域发挥更主要的作用,成为扩大投资需求、推动我国经济增长的主力军。Having analyzed the ineffective and inefficient private investment in our country, this paper proposes that the slack market is the result of the barriers of policy, system and financing. It then proposes that positive fiscal policies should be adopted to adjust market entry permission, expand financing channels, establish necessary rules and regulations, strengthen the service function of the government, normalize private investment management and improve social guaranty system. All these measures can help to activate the vitality of private capital and make it play a more important role in the field of investment.
