摘　　要：民以食为天,以住为地,住房是确保人的生存权的基本物质条件。在市场经济条件下,社会各阶层之间收入分配悬殊,低收入家庭不能实现自住其力,要求政府承担住房保障的社会责任。住房保障是住房新体制的重要内容,也是实现小康社会的重要举措。Hunger breeds discontentment, and dwelling places are important for the ordinary people. Housing is the basic material prerequisite for the people's right of existence. Under the market economy, there are big gaps in income distribution among different classes. The families with low income cannot afford to buy a house and demand that the government should undertake the social obligations to guarantee their housing. Guaranteeing the housing is an important content of the new system housing as well as a fundamental measurement to realize a well-off society.
