摘　　要：本文通过经济学和组织学的交叉视野 ,透视公民社会这一新兴的组织形式和经济现象。结论认为以非营利组织为核心的公民社会 ,作为政府失灵和市场失灵后出现的“第三只手” ,以其特定的管理方式、组织属性和组织结构 ,降低了生产费用和交易费用 ,实现了资源的优化配置 ,在政府领域和市场领域外的第三域发挥着不可替代的作用。这些对我们从经济角度和组织角度审视公民社会 ,提供了崭新的视角思路和重要的实证参考。In our study, we focus on the civil society as a new organizational form and economic phenomenon, through the ken of economics and organization theory. In conclusion ,as 'the third hand' after government fault and market fault,civil society ,which NPO is core factor, not only cut down the productive and transact costs ,also realize the excellent location of sources. In a word, It plays an important role in the third field. Studying civil society through the ken of economics and organization theory, support us a new prospective and important practical materials.
