摘　　要：利用 Internet进行公共问题群体研讨决策可以使公共问题的决策更加民主和科学。本文应用系统科学的方法 ,对基于 Internet的公共问题群体研讨的流程进行了设计 。Making use of Internet to implement group argumentation decision for public issues will bring public issues decision all the more democracy and science.With the methods of system engineering,the paper designs group argumentation process of public issues on Internet and represents effectively all information in the course of argumentation.
