从合作制演进看中国农村信用社的制度碰撞

摘　　要：农村信用社体制改革不可避免地会带来体制上的碰撞 ,解决和预防这些碰撞将有利于农村信用社整体改革的推进。目前 ,解决和预防这些碰撞可采取的措施主要有 :按经济发达程度和城市化进程设定产权制度改革形式 ;管理体制应同央行分层设置同构对应 ;应得到优惠的公共产品扶持 ;实施贷款化股金政策 ,充实农信社资本金 ;优化用工制度 ,解决减员增效存在的问题 ;人民银行金融稳定部门应建立农村资金回流机制 ;创立增长机制 ;试探性再造农村信用社外部经济环境 ;The reformation of rural credit cooperatives regime will inevitably bring regime collisions, and the resolution to these regime collision and prevention of them will help promote the reformation of rural credit cooperatives as a whole. Measures to be taken include, setting equity system reformation forms in light of economy development and urbanization course; management regime corresponding to the same structure of central bank hierarchical settings preferable public goods to be available; enforcing loan conversion into shares and replenishing rural credit cooperatives share capital; optimizing labor system to solve depletion of numbers and synergy; financial stability departments of banks rural fund flow back mechanism; creating increment mechanism; rebuilding rural credit cooperative external environment on a trial basis; etc.
