摘　　要：通过城市公共安全与可持续发展之间关系的分析,阐明城市公共安全是城市可持续发展的客观要求和基本条件。对影响城市公共安全的因素进行了讨论,提出了发挥政府的主导作用,通过立法、体制创新和制度创新,建立完善的城市安全保障体系的设想。It concludes that urban community safety (UCS) is the basic external requirement and crucial surroundings based on the investigation of the relationship between UCS and sustainable development. The factors effecting UCS are analyzed and an idea is presented that a complete and perfect urban safety system can be built up by means of enhancing the dominant function of the government in legislation, system and mechanism innovation.
