摘　　要：城镇化发展机制是城镇化进程中社会资源非农化和城镇化配置的基本规律。我国正处于经济体制转轨时期,城镇化发展机制也面临一个转型和完善问题,其中制度创新是城镇化发展机制完善的关键因素。The mechanism for the development of township process is the Basic law of the conceding of social resources from countryside and the distribution of social resources according the township process in the course of township process. Nowadays, our country is changing its economic system. The mechanism for the development of township process needs to be altered and perfected . And the system of innovation is the key factor of the mechanism for the development of township process.
