摘　　要：自 2 0 0 2年全国 2 /3的省 (市、区 )全面推行农村税费改革以来 ,一些深层次的问题逐步暴露并日益激化 ,其中较突出的问题是农村基层组织运转困难 ,农村税费改革难度加大。从集体行动理论、公共选择理论的视角我们看到 ,农村税费改革中农村基层组织和农民集团存在行动矛盾 ,结合江苏农村税费改革实例 。With the reform of taxation in most of the places in the countryside all over China since the year of 2002, many problems have risen, especially the problem concerning the running of the rural grassroots organizations.The paper uses some theories and makes some analyses about the contradictories between rural grassroots organizations and peasants through case studies and offers suggestions about a smooth running of the rural grassroots organizations as well.
