各地人口与计划生育条例奖惩条款的问题研究

摘　　要：《中华人民共和国人口与计划生育法》施行以来,各地修订了原有的人口与计划生育条例,但是在奖励与社会保障对象的界定以及社会抚养费标准的确定、征收办法这两方面还存在问题。对此进行分析并提出相关建议有益于法规的进一步完善。Since “the Population and Family Planning Law of the People's Republic of China' came into force, various areas in China have revised the existing population and family planning regulations, but there still exist some problems in the definition of awards and punishment and also the objectives of social security, the definition of social raising, and the collection measure. The current paper analyzes on the above-mentioned problems and puts forward relative proposals in order to promote the legalization process in China.
