摘　　要：实施西部大开发战略,加快中西部地区发展,是党中央面向21世纪做出的重大战略决策。是事关整个国家经济发展大局,影响到国家和全民族的长治久安的大战略、大思路。西部地区的农业经济无疑遇到了历史性的发展机遇和新形势要求的巨大挑战。在新形势下,如何充分发挥西部地区的比较优势,以市场为导向,形成合理的农业结构以振兴西部地区农业经济,已成为我国农业发展迫切需要解决的重大问题,也是全面贯彻党的十六大提出的解决“三农”问题的首要问题。Carrying out western development strategy and accelerating middle and western region development are Chinas important strategic decision to face 21st century, which is a great strategy that can influence all the countrys economy and all the nations stability. The agricultural economy in western region of our country encounters undoubtfully historical development opportunity and huge challenge under new situation. How to bring the comparative advantage into play exhaustively in western region and form reasonable agricultural construction under the market background in order to prosper western agricultural economy have become the great issue that we must resolve quickly for our countrys agriculture development. It is also the first problem of three agriculture?for us to carry out thoroughly that was held at the 16th National Congress of Communist Party of China.
