对我国积极财政政策中长期化的深层思考

摘　　要：扩张性财政政策,一般是作为短期政策来调控经济运行。我国从1998年实施积极财政政策,至今已是第6个年头了,短期政策在我国出现了中长期化的趋势,理论界对此说法不一。本文从财政政策和货币政策组合的角度出发,阐述了我国实施这一政策组合的特定背景和政策组合的特点;政策组合实施的效果及对西部地区经济发展的战略意义;分析了积极财政政策在我国能够中长期化的可能原因;在分析了积极财政政策长期化可能对经济产生的不良影响后指出,积极财政政策应该适时淡出。Generally speaking, expandsionary fiscal policy is used as a short term policy to adjust economic operations. It is the sixth year since our country practised active fiscal policy in 1998 and the short term policy ap- pears to become mid - and - long one which gives rise to different opinions in theoretic circles. This paper, starting from the combination of fiscal and currency policy, expounds the features of the certain backgrounds and the policy combination with which our country practises this combined policy; its strategic significance on the economic devel- opment in the western region; The paper analyses the possible causes for the mid - and - long tendency of the active fiscal policy in our country. After analysing the harmful effects of the active fiscal policy's mid - and - long term tendency on economy, the papwr points out that the active fiscal policy should fade out at an appropriate time.
