摘　　要：老工业基地的调整和改造是我国实现经济协调发展的战略问题。由于市场的非万能性 ,决定了在老工业基地的改造中 ,地方政府将发挥着重要的作用。但是我国老工业基地改造中地方政府的能力有缺失 ,所以要寻找出有效途径来提升老工业基地的地方政府能力 。The old industrial base reform is a strategic issue realizing economic development coordingately. Since market cannot solve all problems, the local government should play an important role in the old industrial base reform. By analyzing the deficiency of the local government capability in the old industrial base reform, the paper puts forward the ways of promting such capability.
