摘　　要：社区警务是一种新的警务哲学思想和预防犯罪的实践形式,是世界第四次警务革命的产物。社区警务建设的关键是建立科学的社区警务机制,包括科学配备警力、建立统一、规范的社区警务室、明确社区民警的职责、改革社区警务的勤务方式、建立强有力的保障机制和建立科学的社区警务考核机制等方面。The community police service is a kind of new police service philosophy thought and practice form of preventing the crime, which is the result of the fourth revolutionary of police service in the world. Therefore the key of the service construction is to set up the scientific police service mechanism of community, including scientifically allocating police strength, setting up unify and standard police service room, making clear the police's duty, reforming the way of the police service, and setting up powerful security and scientific examine mechanism , etc.
