摘　　要：在高等教育大众化和图书馆网络化、办公自动化的新形势下 ,文章就如何利用有限外文购书预算经费 。Under the new situation of mass access to higher education,network integration of libraries,and office automation,this paper deals with ways to expand the channels for purchasing foreign books with the limited budget and strategies to optimize the purchasing and to empower the personnel.
