摘　　要：从铁路严重滞后于国民经济发展的现状出发,针对铁路建设基金短缺问题,提出了征集铁路建设基金方案,包括建设基金的规模效益、来源渠道、形成方式、管理办法、使用方向和配套措施等技术问题.按照设计和论证的“八五”铁路建设基金方案,“八五”期间可为铁路提供800～1000亿元建设基金.Taking into consideration of the situation that the development of railway lagged for behind that of national economy,a program to collect railway construction fund is proposed,which includes several technical topics such as the scope benefit,the origin,formation,and management of the fund,the utilization measures,ete.By following the program suggested for collecting railway construc- tion fund during the Eighth Five Year Project,an amount of 800～1000 hundred million yuan RMB is expected to be gathered.
