论循环经济的实质与实践体系

摘　　要：循环经济是近年来在西方发达国家兴起的一种新经济发展模式 ,在国外的实践中取得了良好的经济效益和环境效益。我国目前处于对这一经济发展模式的引入阶段 ,但对于循环经济的理论认识仍存在着差异。本文首先对循环经济的实质进行了界定 ,在此基础上分析了建设循环经济的实践体系。认为要在国内进行确切的实践 ,必须对这一经济发展模式有深入的认识 ,了解循环经济的实质所在 ,才能对实践有指导意义。Circular economy is a new mode of economic development emerging in western developed countries, and it has created great economic and environmental benefits. This economic development mode is now being introduced into China and people differ in their theoretical understanding of it. This article identifies the essence of circular economy, illustrates the relationship between circular economy and sustainable development and analyzes the practice system in the construction of a circular economy in China.
