摘　　要：通过对融资代建制的概念、前提、基础和保证条件的分析,指明公共工程项目融资代建制是一种吸收非政府的多渠道来源资金的投资建设管理的模式,是符合国际惯例又有中国特色的创新模式,值得推广。By analyzing the concept, prerequisite, fundamental and pledge of the Finance-Construction on Consignment, the anthor points out that the mode of finance-construction on consignment is a new management mode of financing and project implementation so as to attract funds from non-state channels and sources, thus It is worthwhile to enlarge the management mode for public project which tallies with international practice and is endowed with characteristics of China.
