人民利益代表的蜕变——苏联共产党在代表最广大人民根本利益上的教训与启示

摘　　要：苏共执政地位的丧失,在于曾经作人民利益代表的苏共蜕变成由少数人组成权贵集团,他们谋取私利,严重损害广大人民群众的利益。从利益实现的全过程看,共产党要真正始终代表最广大人民的根本利益,必须建立实现人民群众利益的利益表达制度、政治参与制度、监督制约制度。从根本说,只有改革高度集权的政治体制,改变党的领导高度集权的现象,才能始终保证党成为人民利益的忠实代表。The cause of falling from power of CPSU is that CPSU,the representative of the people's interest,has become a group of bigwigs,who seek personal interest at the great expense of the broad people’ s interest.From the whole course of obtaining interest,we can see that in order to really represent most broad people’ s interest,the communist party must set up the system of interest's expression,the system of political participation and the system of supervision and restriction.Essentially,only reforming the political system of highly centralized power and changing the highly centralized leading of the party can the communist party become the faithful representative of the people’ s interest.
