摘　　要：文章认真分析了四川乡镇政府管理面临的突出问题 :农村经济发展趋缓 ,农民收入增长缓慢 ;乡镇政府财政状况不佳 ,难以支撑政府机关的有效运作 ;乡镇政府治理能力偏低 ,不适应全面建设农村小康社会的要求 ;乡镇政权组织不够完善 ,难以发挥一级政权组织的作用 ;乡镇政府职能转变不到位 。This text has analyzed the outstanding problems faced in government's management of villages and towns in Sichuan conscientiously. Rural economy develops slowly, the peasants have slowly growth in earnings; the governments at villages and towns level are in financial difficulties, difficult to support the effective operation of the government bodies; the governing ability of governments of villages and towns is at the low level, does not meet the demand for building the rural well-off society in an all-round way; villages and towns regime is not perfect enough in organization, difficult to play the role as a regime organization; the governments at Villages and towns level transform the governmental functions incompletely, have serious phenomena of functions being misplace.
